APPLICANT REQUESTS THAT:

Her AF IMT 475, Education Training Report, rendered for the period 
10 Apr 12 thru 14 Jun 12 be replaced with a reaccomplished report.


APPLICANT CONTENDS THAT:

Her rank and training accomplishments were erroneously reflected 
on contested training report.

The applicant’s complete submission, with attachments, is at 
Exhibit A.


STATEMENT OF FACTS:

The applicant is currently serving on active duty in the rank of 
first lieutenant (O2).

The AF IMT 475 rendered for the period ending 14 Jun 12 reflects 
the applicant’s rank as first lieutenant and that she attended 
Officer Filed Education at Tyndall AFB Silver Flag site.  The 
applicant’s commander provided a statement indicating the 
contested report contained an error in the applicant’s rank and 
training accomplishments.  He further noted the report was 
reaccomplished to correct the errors and was provided to applicant 
to be updated in her records.

In accordance with AFI 36-2406, Officer and Enlisted Evaluation 
Systems, paragraph 1.4.5.2 states a true Certified True Copy (CTC) 
is a certified unchanged copy of the original document.  When 
authorized by HQ AFPC/DPISD, personnel making certified copies 
will enter the statement “Certified True Copy” with the certifying 
official’s grade, name, signature, duty title, unit, and the date, 
on the front left margin of the evaluation.  Paragraph 1.4.5.3 
states a Corrected Copy (CC) may be either a copy or an original 
document which contains changes, from the original document.  
Paragraph 10.2.4.6, states the Board will not consider nor approve 
requests to change (except for deletions) an evaluator’s ratings 
or comments if the evaluator does not support the change.

AIR FORCE EVALUATION:

AFPC/DPSIDE recommends denial noting the applicant has not 
exhausted her administrative remedies.  The AFBCMR is the highest 
level of administrative appeal within the Department of the Air 
Force.  The AFBCMR will not consider a case until all avenues of 
administrative relief have been exhausted.  A review of the 
applicant’s request determined her first avenue of relief is 
through the Evaluation Report Appeals Board (ERAB).  The 
applicant’s request was forwarded to the ERAB for consideration, 
however, it was returned without action, pending additional 
supporting documentation.  In order for the contested report to be 
substituted with a reaccomplished report the applicant must 
provide a corrected report certified in accordance with the 
appeals process of the ERAB.  Furthermore, since the requested 
change is not for minor corrections, the applicant must provide a 
wet-signed memorandum of support from her evaluator, which details 
the error and the need for correction to the contested report.  
The applicant can submit an AF Form 948, Application for 
Correction/Removal of Evaluation Reports, with all the required 
documentation, through the virtual Military Personnel Flight 
(vMPF) Evaluation Appeals link.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant 
on 16 Sep 14 for review and comment within 30 days (Exhibit D).  
As of this date, no response has been received by this office.


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing 
law or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice.  In this respect, 
we note this Board is the highest administrative level of appeal 
within the Air Force.  As such, an applicant must first exhaust 
all available avenues of administrative relief provided by 
existing law or regulations prior to seeking relief before this 
Board, as required by the governing Air Force Instruction.  To 
request the substitution of a training report with a 
reaccomplished report, there is an available avenue of 
administrative relief the applicant has not first pursued.  The 
applicant should have applied to the Evaluation Reports Appeal 
Board (ERAB) prior to applying to the BCMR.  In view of this, we 
find this application is not ripe for adjudication at this level, 
as there exists a subordinate level of appeal that has not first 
been depleted.  Therefore, in view of the above, we find no basis 
to recommend granting the relief sought in this application.


THE BOARD DETERMINES THAT:

The applicant be notified that he has not exhausted all available 
avenues of administrative relief prior to submitting his 
application to the BCMR; and the application will only be 
reconsidered upon exhausting all subordinate avenues of 
administrative relief.
